VTA Adds Microgrant Program for East San Jose

East San Jose business owners affected by light rail construction can now apply for financial relief through a new microgrant program. The Valley Transportation Authority established the Business Microgrant Program to support merchants impacted by the Eastridge to BART Regional Connector extension, transit officials said. The program was created in response to concerns from the business community and through collaboration with the EBRC Policy Advisory Board.

Program Responds to Construction Impact Concerns

The EBRC light rail extension project has created challenges for businesses operating near the construction corridor along Capitol Avenue and Capitol Expressway. Transit agencies typically establish business assistance programs when major infrastructure projects affect commercial districts, recognizing that construction can reduce foot traffic and limit customer access. VTA's microgrant initiative aims to provide financial support to help merchants maintain operations during the multi-year construction period. The program reflects growing recognition among transit agencies that infrastructure improvements must be balanced with support for affected communities.

Grants Range from $3,500 to $50,000 Based on Proximity

Businesses located within 100 feet of the construction zone are eligible for grants ranging from $5,000 to $50,000, according to VTA. To qualify for these higher-tier grants, businesses must have fewer than 35 employees and maintain storefronts facing Capitol Avenue or Capitol Expressway directly in the light rail construction alignment. Businesses located between 100 feet and 1,200 feet from construction can receive a one-time grant of $3,500. Grant amounts depend on the application request and documentation provided by the business, officials said.

Applications Available Through Multiple Channels

Business owners can find detailed information about qualifications and application procedures on VTA's website, transit officials said. Merchants can also contact VTA's Community Outreach and Public Engagement department at (408) 321-7575 or email community.outreach@vta.org for assistance. The VTA Community Outreach Field Office at 1091 S. Capitol Avenue in San Jose provides in-person support on Tuesdays from 1:00 p.m. to 4:00 p.m., or by appointment.

Relief Program Aims to Sustain Local Business Community

The microgrant program provides critical support for East San Jose merchants navigating construction-related challenges while the transit expansion project continues. Business owners should gather documentation of their operations and construction impact when preparing applications, officials said. Moovit provides real-time updates for VTA light rail service throughout the San Jose area, helping riders navigate route changes during construction periods.
