Regional rail passengers traveling to Albury, Bairnsdale, Shepparton, Swan Hill, and Warrnambool can't reserve seats during Victoria's free transport month, creating uncertainty for riders on journeys exceeding three hours. V/Line suspended ticket sales and reservations on these long-distance services from March 31 through the end of April 2026, transit officials confirmed. The first-come-first-served system means passengers may have to stand for hours or be unable to board, particularly affecting those with medical appointments and essential travel needs.
Free Fares Spark Overcrowding Crisis
Victoria introduced free public transport across all trains, trams, and buses starting Tuesday, March 31, 2026, as part of a $71 million initiative to ease cost-of-living pressures as petrol prices surge due to conflict in Iran and disruptions in the Strait of Hormuz. However, the policy's sparked significant overcrowding concerns on regional services. Passengers traveling from Bairnsdale, Portland, and Warrnambool report trains reaching full capacity within the first few stops, forcing many to stand for journeys exceeding three hours. One passenger described conditions as being "jammed in there like sardines."

Safety Concerns Mount Over Standing Passengers
Daniel Bowen, spokesperson for the Public Transport Users Association, warned that the network was already experiencing crowding before the free-fare initiative began. Forcing passengers to stand for hours presents significant comfort and safety risks, he told reporters. V/Line operates approximately 140 VLocity trains with three-car sets offering 236 seats and six-car sets with double capacity. While the agency said it'll monitor patronage and keep backup coaches on standby, commuters remain skeptical these measures will be sufficient to handle demand on the five affected long-distance routes.
Existing Reservations Honored Through April
V/Line confirmed existing seat reservations made before the suspension will be honored throughout the free travel period ending April 30, 2026. However, no new reservations can be made during April, leaving passengers without guaranteed seating on services that can take more than three hours. Premier Jacinta Allan defended the initiative, stating Victoria has "a strong public transport system because we've literally built it." Regular users will save approximately $228 over the month, officials said.

Riders Face Uncertainty on Long Routes
The suspension affects passengers who rely on guaranteed seating for medical appointments and essential travel on Victoria's longest regional routes. Tasmania's the only other Australian state to implement free transport, while New South Wales, Queensland, and Western Australia have declined to follow suit. The federal government has also halved the fuel excise tax for three months at a cost of $2.55 billion nationwide. Riders can check real-time crowding levels and plan alternative travel times using Moovit, which provides updates for V/Line services throughout the free transport period.
