New York City's expanding its effort to get diesel trucks off the road with $20 million from congestion pricing revenue. The program offers rebates from $12,000 to $340,000 to replace older diesel trucks with electric, hybrid, compressed natural gas, or clean diesel vehicles.

Building on 14 Years of Emissions Reductions
The initiative builds on the Hunts Point Clean Trucks Program, which launched in 2012 in South Bronx neighborhoods. Since then, the program's replaced 714 diesel trucks citywide, cutting fine particulate matter by 97% and nitrogen oxides by 89%, according to the agencies. The expansion's part of a more than $330 million mitigation plan tied to the Congestion Relief Zone tolling program. Officials said the funding targets communities with high rates of asthma and respiratory illnesses.
Rebates Target Trucks Serving Disadvantaged Areas
Rebate amounts depend on fuel type and truck class size, ranging from $12,000 for smaller clean diesel replacements to $340,000 for larger electric vehicles. To qualify, trucks must operate in state-designated Disadvantaged Communities, do business in an NYC Industrial Business Zone, and drive more than 70% of their miles in the tri-state area. The initiative also includes $15 million to replace over 20 diesel-powered transport refrigeration units at Hunts Point Produce Market with clean diesel or hybrid models. NYC DOT didn't specify how many truck replacements the $20 million will fund.

NYC DOT began accepting applications April 22, 2026, though officials didn't say when they'll award the first rebates or how long the application period will remain open. The agencies emphasized that congestion pricing revenues are being directed toward reducing traffic and improving air quality across the city.
