North West Rail-Bus Link Goes Year-Round
Integrated rail-bus tickets between Penrith and Keswick now available year-round
Penrith-Keswick Rail-Bus Ticket Goes Year-Round
Travelers heading to England's Lake District can now book integrated rail and bus tickets between Penrith and Keswick throughout the year. The "virtual railway station" at Keswick, which combines train and bus service on a single ticket, has been made permanent after a successful two-year summer trial, transit officials said. Stagecoach's X4 and X5 bus routes connect with Avanti West Coast and TransPennine Express trains at Penrith station.
Background
The integrated ticketing system addresses the Lake District's lack of direct rail service to Keswick, one of the region's most popular tourist destinations. The virtual station concept allows passengers to purchase seamless connections between national rail services and local bus routes, eliminating the need for separate tickets. Transit officials said the initiative supports the 'Let's Go Car Free' campaign promoting sustainable travel throughout Cumbria. The year-round expansion follows growing demand for car-free access to the Lake District, where road congestion has become a persistent challenge during peak tourism seasons.

Ridership Growth
Passenger numbers have surged across all services since the virtual station launched. Avanti West Coast recorded 205,000 journeys during summer 2025, representing 17% growth and a 48% increase compared to 2019 levels. TransPennine Express saw 115,000 journeys with 11% growth, up 58% from 2019. Stagecoach reported nearly 442,000 trips on the X4 and X5 routes during the April-November 2025 season, 14% more than in 2023. Cumbria Tourism research shows rail travel to the region grew from 7% to 12% of visitor arrivals between 2022 and 2025.
Implementation
The permanent year-round service took effect following the conclusion of the two-year trial period, transit officials confirmed. Previously, integrated tickets were available only during summer months when tourism peaks in the Lake District. The expansion means travelers can now book seamless rail-bus connections during off-peak seasons, including autumn and winter months when the region attracts hikers and outdoor enthusiasts.

Rider Impact
The year-round ticketing gives visitors car-free access to Keswick and helps reduce road congestion in the Lake District National Park. Passengers can book integrated tickets through national rail booking systems, with the bus portion included automatically for Keswick destinations. Transit officials said the seamless ticketing removes barriers for tourists choosing sustainable transport.
