Cruise passengers traveling between Miami International Airport and PortMiami could see relief from severe traffic congestion if county officials move forward with a proposed rail connection. Miami-Dade County's reviewing recommendations for a direct train link as part of its 2050 transportation plan, officials said. The traffic problems became so severe that Royal Caribbean began offering complimentary bus transfers to passengers in March 2025, even refunding those who'd already paid for airport transportation.

Record Passenger Growth Drives Planning
PortMiami set a passenger record in fiscal year 2025 with 8,564,225 cruise passengers, a 4.02% increase from 2024, according to port data. Projections suggest passenger numbers could reach 24.1 million by 2050. The congestion stems from multiple factors: up to eight cruise ships docking simultaneously on peak days, construction projects, and the port's location on Dodge Island accessible only by limited roadways. On February 8, 2026, a record-breaking 10 cruise ships were docked with nearly 68,000 passengers on board.
Two Rail Options Under Review
The Miami-Dade Transportation Planning Organization published a feasibility study in September 2025 recommending two potential rail solutions. The first option's a 9-mile MetroMover extension with capacity of 50 passengers per car and speeds of 9 mph. The second's a 10-mile Metrorail extension requiring a new bridge over the Intracoastal Waterway, offering higher capacity and faster speeds. The estimated cost ranges from $600 million to $800 million in capital expenses, with annual operating costs between $9 million and $15 million.

Project Remains in Planning Phase
The project remains in the planning phase with officials reviewing recommendations as of March 2026. County officials haven't announced a timeline for selecting between the two rail options or beginning construction. Passengers have reported spending hours in gridlock, with some walking across highways with luggage to reach terminals during peak cruise days.
