Miami-Dade issues taxi medallions through lottery system, requires annual renewals and inspections
Miami-Dade Taxi Licenses Issued Via Lottery
Miami-Dade County taxi operators can't simply buy a new medallion when they need one. The county issues new taxicab for-hire licenses only through a lottery or auction process after approval by the Board of County Commissioners, officials said. License holders can use their medallions as collateral to secure loans from financial institutions, treating them as intangible property. The system controls how many taxis operate in the county and who gets to run them.

Annual License Cycle and Renewal Process
All licenses are valid for one year, running from February 1 to January 31 of the following year, according to county regulations. Renewal forms are mailed to operators at least 60 days before expiration, giving taxi companies time to prepare documentation and fees. The annual cycle ensures the county maintains current records of all operating taxis and their owners. Officials didn't specify how many licenses are currently active in the county or how many new licenses might be issued through future lotteries.
Inspection Requirements and Vehicle Standards
Taxicabs must obtain valid inspection and operating permit decals from the Vehicle Inspection Station before starting operations, county officials said. Vehicles undergo inspections for compliance with safety standards including brakes, tires, lights, and cleanliness. Inspection frequency varies based on vehicle age, with annual, semi-annual, or quarterly schedules. Decorative or advertising decals and complete window wrapping are prohibited on regulated vehicles. The county didn't provide data on how many vehicles fail inspections or the most common compliance issues.

Payment Methods and Fee Structure
Cash payments aren't accepted for taxi licensing and inspection fees, officials said. Fees must be paid by check, money order, cashier's check, or credit card. All regulatory and application fees are non-refundable unless otherwise stated. The county didn't release specific fee amounts for licenses, inspections, or renewal applications.
Service Requirements and Rider Information
Licensed taxis transport no more than eight passengers and provide pre-arranged or street hail service. Vehicles must be equipped with a taximeter, and the passenger decides on the route and destination. The regulations ensure standardized service across the county's taxi fleet.
