Miami-Dade regulates for-hire limousine services countywide under Chapter 31, Article VI of the County Code. The county offers various license categories including luxury sedans, SUVs, stretch limousines, limo vans, and antique vehicles, officials said. Unlike metered taxis, limousines must be pre-arranged through written, electronic or telephone reservations made in advance. The policy change eliminates previous caps that restricted the number of luxury sedan licenses available to applicants.

Luxury sedan or SUV limousines must have a Manufacturer Suggested Retail Price of $45,000 or higher and can't be older than 10 model years, according to county regulations. All vehicles require inspection and valid operating permit decals from the Vehicle Inspection Station. Operators must obtain a chauffeur's license before providing for-hire limousine service. Application fees are non-refundable and separate from annual license fees, inspection costs and Local Business Tax Receipt requirements.

The application review process typically takes two to four weeks depending on completeness, officials said. Walk-in applications are available Monday through Friday, with same-day decal issuance possible for submissions meeting all requirements.
