LA Metro C Line Extension Clears Key Milestone
LA Metro completes environmental review for 4.4-mile C Line extension to Torrance
LA Metro C Line Clears Environmental Review Step
LA Metro released the Final Environmental Impact Report for the C Line Extension to Torrance on November 5, transit officials said. The 4.4-mile extension will add four new stations connecting the current Redondo Beach terminus to Torrance Transit Center. Metro's board will consider certifying the environmental review December 5, though officials haven't announced a construction timeline.

Years of Environmental Review Complete
The environmental review process began in 2019, with a draft report released in September 2022 for public comment. Metro analyzed impacts including transportation, air quality, noise, vibration, and community effects, according to the transit agency. The final document addresses public comments received during the 45-day review period. California's Environmental Quality Act requires this comprehensive review before major transit projects can proceed, and completion represents a mandatory milestone before board approval.
Four Stations Planned for South Bay
The extension will add stations at Aviation/Century, Prairie Avenue, Torrance Boulevard, and Torrance Transit Center, officials said. The project's estimated construction cost is approximately $1.5 billion, though Metro hasn't released a detailed breakdown of federal, state, and local funding sources. The extension will increase the C Line's total length from 20.5 miles to nearly 25 miles. Specific ridership projections for the extension weren't available at the time of the environmental report's release.

Board Approval Next Step
Metro's Board of Directors is scheduled to consider certifying the Final EIR on December 5, transit officials said. Construction start and completion dates will be determined following board certification and project approval. The agency typically finalizes funding arrangements and construction timelines after environmental clearance is secured. Officials said the extension aligns with regional transportation planning goals for Los Angeles County.
Improved South Bay Transit Access
The extension is expected to improve transit access for South Bay residents and increase ridership on the C Line, which currently averages approximately 30,000 weekday boardings. The new Torrance Transit Center connection will provide transfers to local bus service. Riders can track real-time C Line service and plan trips using Moovit's transit app.
