Cleveland RTA Cuts Service on Four Routes

Cleveland transit riders face reduced service on four bus routes and potential loss of the free downtown trolley as the Greater Cleveland Regional Transit Authority moves to close a $7 million budget gap. Joel Freilich, director of service management, recommended the cost-saving adjustments at a committee meeting Tuesday, pending final approval from CEO India Birdsong Terry. The changes would affect weekday service on two West Side routes and weekend service on two East Side lines starting August 16th.

Budget Pressures Drive Service Reductions

The proposed cuts reflect mounting financial pressures facing transit agencies nationwide as they grapple with post-pandemic ridership patterns and funding constraints. GCRTA's budget deficit exceeds $7 million, forcing officials to identify operational savings while maintaining core service. The agency held a public comment period that drew significant opposition, particularly regarding the B-Line Trolley discontinuation. Transit officials said the adjustments aim to align service levels with current ridership demand and available resources.

Four Routes Face Frequency Cuts

Routes No. 78 West 117th-Puritas and No. 86 Rocky River Dr.-Bagley will see reduced weekday frequency under the proposal. Weekend service will be cut on routes No. 3 Superior and No. 10 East 105-Lakeshore. The free B-Line Trolley serving downtown Cleveland faces complete discontinuation despite generating more public comments than any other route. The trolley costs over $423,000 annually and generates no fare revenue, making it a target for elimination. Officials said if a sponsor comes forward to cover operating costs, the B-Line could be restored in future quarterly schedule changes.

Changes Take Effect in August

If approved by CEO India Birdsong Terry, all service changes would take effect August 16th. Officials made one modification to the proposal based on operator feedback: Route No. 19B Broadway will now run directly to Tri-C Eastern Campus after stopping at Fargo Avenue in Bedford. The agency didn't provide a specific timeline for when Terry will make her final decision on the cuts.

Riders Urged to Plan Ahead

Public commenters expressed strong opposition to the cuts, with many calling for service increases rather than reductions. Riders on affected routes should plan for longer wait times between buses once changes take effect. Transit officials said they'll notify riders through multiple channels before implementation.
