The Massachusetts Bay Transportation Authority's moving closer to selecting a new commuter rail operator after narrowing the field to three finalists. The agency announced the shortlist Wednesday following a competitive qualification process that began in September 2024. The three teams—Keolis Commuter Services, RATP Dev USA/Herzog Transit Services, and TransitAmerica Services—will compete for a contract to operate the system's 12 lines and 141 stations starting July 2027.

Competitive Process Aims to Improve Service
The procurement follows industry practices for major transit operations contracts, using a two-stage process to identify qualified operators. Phillip Eng, MBTA General Manager and CEO, said the competitive approach will help deliver better service for customers. "We received strong interest from qualified operators, and we're pleased to move forward with three highly capable teams," Eng told reporters. The MBTA serves 175 cities and towns across the Greater Boston region, with commuter rail ridership reaching approximately 125,000 weekday trips before the pandemic.
Three Teams Compete for Operations Contract
Keolis Commuter Services, the current operator since 2014, faces competition from two other teams. RATP Dev USA has partnered with Herzog Transit Services, which operates Los Angeles's Metrolink system. TransitAmerica Services rounds out the shortlist. The MBTA issued Request for Proposals to all three teams in March 2025, though officials haven't disclosed the estimated contract value. The agency said evaluation will focus on safety, reliability, customer service, and innovation, but specific criteria details haven't been made public.

Contract Award Expected by Year's End
The MBTA expects to award the contract in December 2025, with the winning operator taking over July 1, 2027. That timeline gives the selected team about 18 months to prepare for the transition. Officials said the competitive process is designed to identify the operator best positioned to meet the agency's goals, though they haven't specified how proposals will be scored or weighted.
Riders to See New Operator in 2027
The contract change won't affect current commuter rail schedules or fares, which'll continue under existing arrangements until the transition. Officials said they'll release more details about service plans once a winner's selected. Riders can track updates about the procurement process and get real-time service information through Moovit, which provides schedule and alert data for all MBTA commuter rail lines.
